Vancouver
North Shore |
For Metro Vancouver, a concept level study of the potential for
implementing an "Integrated Resource Recovery" project in the
municipalities of the Districts of North and West Vancouver, and
the City of North Vancouver. Commenced in late 2009, the study was announced at the "Gaining
Ground : Resilient Cities" conference on 21st October, 2009
by Mr. Fred Nenninger, on behalf of Metro Vancouver. Please see

On Wednesday 13th April 2011
Metro Vancouver Waste Management Committee received a
presentation from staff covering the study. Following
a favourable receipt, staff have been requested to return with a
proposed implementation plan by June 2011.

IRM Provincial study &
Capital Regional District |
For the Ministry of Community and
Rural Development, province of British Columbia, we assessed how
IRM might be applied to communities throughout the province.
Published in May 2008, this primarily evaluated the application to Capital Regional
District ("CRD") who were required by the Courts to implement
liquid waste treatment.
The study was an initial Concept
Level assessment and further work was recommended, but it
concluded that the potential existed to minimise taxpayer cost
while substantially reducing GHGs and recovering appreciable
resources. Available items include:

The provincial IRM Study
- an assessment of how IRM might be applied across the
province, using CRD as an example;

Authors'
summary - a brief summary of the study;

Expert reviews
- a review of the study and comments from experts including
representation from the United Nations;

James Bay diagram
- a schematic design of how the system might be retrofitted
to James Bay, leveraging existing infrastructure at the
provincial legislature;

Presentation
- a simplified version of the presentation made to CRD Core
Area Liquid Waste Committee, 11 June 2008.
Following the study, CRD decided
to nevertheless continue to pursue a traditional approach to waste treatment
which focuses on cost minimisation. As at March 2011 CRD reports
that it has reduced its projected capital costs from the
original estimate of $1.2bn down to $780m, which will have to be
be fully taxpayer supported but does not include costs of finance or ongoing operations, maintenance or
capital replacement. The North Shore IRM
model includes these costs and, consistent with the 2008 CRD
analysis, confirms the potential to eliminate taxpayer cost. CRD continues to evaluate direction and determine system
topography. |

City of Colwood |
In August 2008 we provided a conceptual assessment for how IRM might be applied in
the City of Colwood, British Columbia. Outcomes:

Brainstorming Minutes - A brainstorming meeting that included
representative community groups and projects in the City;

Summary report - Published on 14th November,
2008, this summarises the assessment, conclusions and
recommendations. This concluded that it would be
possible to implement an IRM approach and while it would be
unlikely to be profitable, it would probably represent a
least cost solution for waste management;

Detailed report - A more detailed report was also provided to
staff for reference, from which the short report's
recommendations and selected content were abstracted.
This document contained contractual and confidential
elements that relate to land and procurement, therefore the
document was not published.

Presentation - a brief presentation to the City's
Transportation and Public Works committee.
