The Background to IRM


IRM Report

In 2007 the partners behind Sequel suggested to the Province of British Columbia that moving towards resource recovery and away from waste management could potentially be environmentally sustainable and financially beneficial.  As a result the Province commissioned a study of the potential impacts and on 20th May 2008 British Columbia's Ministry of Community Services released the report "Resources from Waste - Integrated Resource Management."

The steering committee for the report comprised representatives from provincial government (Ministry of Community & Rural Development Deputy Minister, Climate Action Secretariat/Premier's office representatives and CRD Chief Administrative Officer).  At the request of the Province the study included an assessment of how this would apply to Capital Regional District's ("CRD") core area.

The study was commenced in July 2007 with input from Capital Regional District's Technical Advisory Committee ("CRD TAC" - who had been advisors to the original study "The Path Forward" by CRD published on 13th June, 2007), and with sub-consulting input from a wide range of engineers, ecological and valuation professionals.  Input was also obtained from Partnerships BC, who represented Provincial Treasury Board.

The draft report was exposed to experts from private and public sectors from Canada, the United States, Australia and the United Kingdom.  These experts are identified and credited in the report.

An integrated preliminary business case model was developed that evaluated the different revenue streams and costs.  Input values and assumptions were exposed to all participants in the study, including external advisors and experts.  Recommendations for change were implemented almost without exception.

The spreadsheet-based model and report received extensive comment and in its final stages were reviewed by a retired Assistant Deputy Minister and former Treasury Board staff Director, as well as an independent accountant within provincial government.  All recommendations received for adjusting the model were implemented.

CRD TAC provided comments on the IRM final draft in February 2008.  The IRM Team provided a partial response to the TAC comments as not all TAC comments were accepted, since some related to the older versions of the study or were factually incorrect.  Final changes were then made and the IRM Study was completed at the end of February 2008.

The Ministry of Community & Rural Development then submitted the report for external review and formal written comment.  This comprised a panel of expert peer reviewers drawn from valuation, engineering, sustainability and included a representative from the United Nations.  All responses were provided to the authors, who made final comments on each of the peer review documents.

The report was released on 20th May, 2008 following a final step of internal review by several Ministries, as is customary practice within provincial government, and liaison with CRD.
